251. The charge conference, or Church conference authorized by the district superintendent, may elect, upon nomination of the Committee on nominations and personnel of each local Church on the pastoral charge or by nomination from the floor and by vote of each such Church, such leaders and officers of the local Church(es) as it may choose from among the following, who may be known as stewards. Stewards are lay persons who are entrusted, along with the pastor(s), with leadership responsibilities for the spiritual and temporal life of the local Church.

1. Chairpersons of work areas (see 253.2, 260, 261), age-level coordinators (family, children, youth, adult), superintendent of the church school, health and welfare ministries representative, coordinator of communications, district steward, Church historian, and membership secretary.

2. Members at large of the administrative council or administrative board.

3. Such other personnel and committees as it may choose or as may elsewhere be ordered by the Discipline.

4. Special attention shall be given to the inclusion of women, men, youth, young adults, persons over sixty-five years of age, persons with a handicapping condition, and racial and ethnic persons.
