524. Program--1. To oversee the programs of the Church within the bounds of the district in cooperation with pastors and congregations, working with and through the district council on ministries where it exists.
2. To serve as a member of the annual conference council on ministries and to work cooperatively with the conference council and its staff in all program concerns of the Church.
3. To establish long-range planning which is responsive to ecumenical and racially inclusive perspectives and to initiate new and vital forms of ministry.
4. To participate with the Cabinet in submitting to the annual conference a report reflecting the state of the conference, with recommendations for greater effectiveness.
