1113. Staff--1. The General Secretary shall be the chief administrative officer of the board, responsible for the coordination of the total program of the board, the supervision of staff, and for the administration of the headquarters office. The general secretary shall be an ex officio member of the executive committee, without vote, and shall sit with the board when it is in session with voice, but without vote.
2. All other staff are to be elected or appointed in a manner prescribed by the board and in keeping with the affirmative action policies of the general Church and the board.
