1456. Authority--1. To write bylaws as may be needed for the operation of the department.
2. To set broad policies and establish criteria for the awarding of grants for leadership development provided through the World Communion Sunday Offering and other sources.
3. To plan for the promotion and interpretation of Crusade Scholarship objectives through the Mission Education and Cultivation Department, the Advance Committee, and the General Commission on Communication.
4. To set standards and qualifications for the selection and training of mission personnel and otherwise facilitate their participation in mission through the divisions/departments.
5. To constitute the relationships of deaconesses and missionaries through the act of commissioning.
