1703. The board shall hold at least one meeting in each calendar year. The place and time of all meetings shall be designated by the board, but if it fails to do so, then the time and place shall be designated by the chairperson. It shall convene at such other times on call of the chairperson or by the board or by the executive committee. At all meetings of the board a majority of the members shall constitute a quorum.
