Whereas, the membership of The United Methodist Church continues to decline despite all efforts to the contrary; and

Whereas, the general Church budget continues to increase despite all efforts to the contrary; and

Whereas, it is clearly not possible for a declining membership to continue indefinitely to support a growing bureaucracy;

Therefore, be it resolved that there be a zero percent (0%) increase in the Apportioned General Funds for the 1997- 2000 quadrennium.
