Article I.----The Annual Conference shall be composed of clergy
ministerial members as defined...Each charge served by more
than one clergy minister shall be entitled to as many
lay members as there are clergy ministerial
members...
If the lay membership should number less than the clergy
ministerial members of the Annual Conference, the Annual
Conference shall, by its own formula, provide for the election of additional
lay members to equalize lay and clergy ministerial
membership of the Annual Conference.
Clergy members of an Annual Conference who are in the retired relationship and who are not serving in any capacity as Retired Supply, chaplains, or serving on any annual conference committees, boards and/or agencies, and who are no longer attending annual conference and participating in voting actions because of health or distance, may, with their permission, be excluded from the number of clergy members to be equalized with additional lay members.
