3.b) At each general conference, the Council of Bishops shall select one of their active or retired members to be the presiding officer at all trials of clergy members of any annual conference. The Council of Bishops shall select an alternate who shall serve if the designated bishop is the bishop of the annual conference of which the respondent is a member. The presiding officer shall serve for a term of no more than four (4) years.
