54.c) Committee on Planning and
Research.----It should not be deemed necessary for all members of
the Annual Conferences may provide for the fulfillment of the
functions of a Committee on Planning and Research to be members of
the conference council. by structuring themselves as they deem
appropriate. Due consideration should be given to the inclusion in
the membership of the committee persons with expertise in planning and
research. Its function shall be: The Annual Conference or the
