administrative oversight...The council shall make provisions for the
General Council on Finance and Administration and
administering agencies...
b) ...it shall be the responsibility of the General Council on
Ministries General Council on Finance and Administration to
determine...
(3) ...without consultation with the director of Annual Conference
Council on Ministries bishop and cabinet.
