[Second sentence] The council, following consultation with the General
Council on Ministries and the Council of Bishops,...Receipts shall be
administered by an agency or agencies designated by the General Conference upon
recommendation of the General Council on Ministries Council
of Bishops and the General Council on Finance and Administration.
