[Second sentence] Special Sundays with and without offering shall be
approved by the Annual Conference upon recommendation of the Annual
Conference Council on Ministries in consultation with the
Annual Conference Council on Finance and Administration. Special
Sundays without offering shall be approved by the Annual Conference upon
recommendation of the Annual Conference Council on Ministries.
