apportionments, explaining the causes supported by each of these funds and
their place in the total program of the Church. The World Service Fund
is basic in the financial program of The United Methodist Church. World Service
on apportionment represents the minimum needs for the mission and ministry of
the Church. Payment in full of these apportionments
by local churches is one of the first
benevolent responsibility responsibilities of the
Church (¶912). Each Charge Conference shall have the
right to revise the apportionment for each general agency, council, commission,
and fund requested by the General Conference, except the Episcopal Fund and
funds for conducting the General Conference; each apportionment from the
jurisdiction; each apportionment from the Annual Conference, except the
District Superintendents' Fund, pension and benefits funds for pre-1982
service, the Equitable Compensation Fund, and the costs of the Annual
