There shall be a president of the Council of Bishops who shall be an effective bishop elected by the Council of Bishops for one quadrennium. The election shall take place one year prior to the quadrennial election of bishops. The president shall assume office on the date specified by the General Conference as the effective date of assignment for all bishops for the quadrennium. The president shall serve in this office full time to facilitate the work of the Council of Bishops.
