Factor One----The number of ministerial clergy
members and the number of lay members of local churches in
of the Annual Conference and the Missionary Conference
shall be added together as one body to form the sum total of the members of
the Annual Conference and the Missionary Conference for the purpose of this
article, and (2) Factor Two---- the number of church members
in the Annual Conference and the Missionary Conference One
delegate shall be allotted for the first 10,000 members of the Annual
Conference as computed in factor one, and one delegate for each additional
10,000 members of the Annual Conference or major fraction thereof. The number
