2. The number of delegates to which an Annual Conference is entitled shall be computed on a two-factor basis: Factor One--the number of clergy members of the Annual Conference and the number of members of local churches in the Annual Conference shall be added together as one body to form the sum total of the members of the Annual Conference for the purpose of this paragraph. Factor Two--one delegate shall be allotted for the first 10,000 members of the Annual Conference as computed in factor one, and one delegate for each additional 10,000 members of the Annual Conference or major fraction thereof.
