Delegates elected to the General Conference and nominees elected to serve on all the committees, boards, and agencies of The United Methodist Church shall be made without regard to race, color, national origin, or economic condition, and shall be in direct proportion to the membership of the Annual Conference as prescribed in ¶14, and shall reflect the composition of the membership of the Annual Conference.
