Each item in an appeal shall be specifically answered by the appellate body as to why it is supported or turned down. Appeals based on questions about errors of law shall have citations of law which support the ruling of the appellate body. Questions on weight of evidence shall be answered as to why the ruling on degree of weight was made, based on the criteria (such as state law rules of evidence, Black's Law Dictionary, etc.) used by the appellate body. The ruling of the appellate body shall contain all these materials and shall be sent to the respondent, the grievant, and all others designated by The Book of Discipline
