To require and review at least annually, in such detail as it may direct, audited reports of all funds received or administered by districts or district agencies, including funds held or administered by treasurers or officers other than the conference treasurer. Based on its review of such audits, the council may make such recommendations to the Annual Conference as it deems appropriate.
