Whereas, The United Methodist Church has an ethical obligation to do everything within its power to reduce the use of beverage alcohol and other drugs;
Therefore, be it resolved, that the 1996 General Conference establish an independent commission on alcohol and drugs which will work with annual conferences and local churches on this issue.
