The council may recommend to the annual conference for its action and determination a policy and plan for the review of pastoral compensation for local churches and charges in the conference that do not fully fund their apportioned amounts in the previous year. The policy and plan, if adopted, shall allow the council's action in the setting of pastoral compensation to supersede and take priority over the pastoral compensation as set by the charge conference (¶ 248.13).
