It shall recommend a total budget for a given quadrennium which is no larger than the actual receipts of the preceding quadrennium, adjusted upward or downward for the percentage of inflation or deflation during the preceding quadrennium, and adjusted again upward or downward for the percentage increase or decrease in total membership of the Church during the preceding quadrennium.
