1. c) The General Council on Finance and Administration shall inform all annual conferences to use a uniform, Church-wide apportionment formula as follows: all apportionments approved by General Conference shall be assessed at no more than seven percent increase per year, using the previous year's apportionment amount as the base figure (¶ 911.5).
