In reference to the apportionments system, I believe that the system should be put on an optional basis. Each congregation should be allowed to choose or reject sending apportionments of each particular item. If they want to support the item based on the accountability and/or the perceived good job it is doing, then they will support it. If an apportionment item does not meet the expectations or wants of a congregation, then that congregation should not have to support it. It is almost to the point of taxation without representation. The apportionments system must be based first and foremost on the needs of the local congregation.
