Because the term "self-avowed practicing homosexual" intends to describe behavior that is referenced by sexual orientation, and because the same standard is not applied to all persons regardless of sexual orientation, and not applied to all persons who self-avow that they are practicing their sexual orientation, we do not find it possible to create a definition of "self-avowed practicing homosexual" that will be adequate to the constitutional test that requires the same standards for everyone regardless of status.
