421. Progression into Full Membership--Associate members who exhibit exceptional promise for the ordained ministry may qualify for probationary membership in the annual conference under special conditions as set forth in 416.2 upon receiving a three-fourths majority vote of the clergy members of the conference in full connection, present and voting.
