618. The jurisdictional conference shall adopt its own procedure, rules, and plan of organization. It shall take a majority of the whole number of delegates elected to make a quorum for the transaction of business; however, a smaller number may take a recess or adjourn from day to day, and at the final session may approve the journal, order the record of the roll call, and adjourn sine die.
