1410. Personnel--1. Selection--The board and its divisions and departments shall elect and appoint staff on the basis of competency and with representation of ethnic and racial groups, young adults, and women, in accordance with policies in 814.
2. Staff Participation of Women--a) Of the following staff positions within the board--namely, the general secretary, the treasurer of the board, the deputy general secretaries, the associate general secretaries, the planner, and the ombudsperson--a minimum of 40 percent shall be occupied by women.
b) In each division and in each department a minimum of 40 percent of the staff elected to the positions of deputy general secretary, associate general secretaries, treasurer, and assistant treasurers, as well as 40 percent of the appointed staff, shall be women.
