2301. Commission on Central Conference Affairs--1. Recognizing the differences in conditions that exist in various areas of the world and the changes taking place in those areas, there shall be a Commission on Central Conference Affairs to study the structure and supervision of The United Methodist Church in its work outside the United States and its territories and its relationships to other Church bodies. The commission shall prepare such recommendations as it considers necessary for presentation directly to the General Conference. All resolutions and petitions related to central conferences presented to the General Conference shall be referred to the commission for consideration and the commission shall report its recommendations directly to the General Conference.

2. The commission shall be composed of one bishop, one ordained minister, and one layperson from each jurisdiction who are delegates to the General Conference and named by the Council of Bishops; one bishop, one ordained minister, and one layperson from each central conference who are delegates to the General Conference and named by the Council of Bishops; one bishop, one ordained minister, and one lay person who are elected members of the World Division of the General Board of Global Ministries and named by the Council of Bishops. Special attention shall be given to the inclusion of women, clergy and lay.

The chairperson of the commission shall be a bishop.

The commission shall meet at the seat of the General Conference.

3. The episcopal members of the commission shall act as the executive committee between sessions of the General Conference. The executive committee shall have authority to take necessary actions on behalf of the commission, including submitting petitions to General Conference under the provisions of 608.6.

4. The General Council on Finance and Administration shall recommend to the General Conference for its action and determination a provision in the budget of an appropriate general Church fund for the expenses incurred by the commission and its executive committee in the interim between sessions of the General Conference.
