2610. The Judicial Council shall determine the constitutionality of any act of a Jurisdictional or a central conference upon an appeal by a majority of the bishops of that Jurisdictional or central conference or upon an appeal by one-fifth (1/5) of the members of that Jurisdictional or central conference.3
