The Committee recommends concurrence as amended as follows:

Rename section 71G, formerly called "Rights of Homosexual and Former Homosexual Persons" to be called: "Equal Rights Regardless of Sexual Orientation"

Restore the original language and add a sentence at the end (underlined)

Move entire section to 72H and reletter the sections which follow it, so that it reads as follows:

72H71G) Rights of Homosexual and Former Homosexual Persons . Equal Rights Regardless of Sexual Orientation. -- Certain basic human rights and civil liberties are due all persons. We are committed to support those rights and liberties for homosexual persons and former homosexual persons. We see a clear issue...Moreover, we support efforts to stop violence and other forms of coercion against gays and lesbians and against former gays and former lesbians.We are also committed to support the same rights and liberties, as well as the same efforts against violence and other forms of coercion, for persons who formerly understood themselves to be homosexual.

MINORITY REPORT

Restore the original title of "Rights of Homosexual and Former Homosexual Persons" for section 71G.

Restore the original additions concerning former homosexual persons.

Amend the last sentence to replace "formerly understood themselves to be homosexual" with "are former homosexuals" so that the new section reads:
