The Committee recommends concurrence as amended as follows:

Delete the U.S. Constitution quote and reference in the added text so that it reads:

Delete the first sentence of ¶ 73C and substitute the following new text:

Every person has the right to a job at a living wage. Where the private sector cannot or does not provide jobs for all who seek and need them, it is the responsibility of government, organized "to provide for the general welfare" (U.S. Constitution) to provide for the creation of such jobs.
